JCA Recommendation:
"We are fully aware that the key to your controlling your pre-construction costs is to transfer the production of information from the UK to Pakistan / Kashmir as early as possible whilst safeguarding quality. We suggest the following course of action and can talk around this next weekend.
As we outlined in our last email the next stage will be the Detailed Schematic Design Stage, the deliverables for which we have amended after thinking at what stage the scheme can be handed over to Kashmiri consultants .
We have based this phase of works on having the Concept design report formally approved, the appointment of all Kashmiri consultants, a revised Cost report confirming that there has not been project creep.
We propose that all the non-clinical parts of the building – see below - are developed by local architects to 1:50 room loading detail: Logistics / MEP plant / Offices / Education
We propose that these specialist parts of the building are developed as turnkey supplier and operator companies: Laboratories, CSSD
These proposals are put forward for comment and discussion. They are based on achieving a level of documentation that will allow the Smart Hospital project team to either commission a local consultant team to take the project to a traditional construction tender or go directly to a Design and Build Construction tender. It is assumed that in both cases JCA would be retained as expert advisors and quality control".
