On 1st June 2025, in response to a verbal request from Mr Anwar Hussain Chaudhry—the registered Power of Attorney holder representing all stakeholders of the 19 Kanal Shamlat Deh land in Sahib Chak—Developing World Healthcare (UK Charity No. 1170788) prepared a formal suite of legal letters addressed to the relevant government authorities in Azad Jammu & Kashmir. These documents were designed to facilitate the lawful and transparent transfer of the land to the charity, in line with the requirements of both local land law and UK charity governance. The intention of this documentation is to streamline the approvals needed from the Union Council, Tehsildar/Assistant Commissioner, Revenue Department, and Tehsil Municipal Authority (TMA), whose permissions are legally mandatory for the transfer of communal village land for institutional use.


Each letter clearly outlines the purpose of the land transfer—to enable the construction of a non-profit healthcare facility for the benefit of the local community—and sets out the legal and ethical foundations under both Pakistani/AJK law and UK charitable law. Care has been taken to ensure that the wording complies with the Punjab Village Common Lands (Regulation) Act (as applied in AJK), while also meeting the fiduciary and due diligence requirements imposed by the UK Charity Commission. By formalising this request in writing, the charity aims to provide a clear audit trail of its actions, support transparency with all parties involved, and reinforce the public benefit case for the proposed hospital development.


These documents serve not only as administrative tools but also as declarations of the charity’s ongoing commitment to legality, accountability, and community involvement. They demonstrate that no part of the transaction will proceed without full compliance from local authorities and consent from the affected community. The preparation of these documents marks another careful and collaborative step in ensuring that the land transfer process meets the highest standards of governance and ultimately supports the charitable objectives for which the land is being acquired.
